States in the eye of reform

Abstract

As the debate on a national healthcare reform strategy rages on, state lawmakers, hospital associations and other interest groups are taking action to address the thorny issues of access and financing. Florida, Minnesota and Vermont have enacted universal-access plans this year, and others are considering various market-based reforms.
