Enables DNA-binding transcription factor activity. Acts upstream of or within animal organ morphogenesis and regulation of transcription, DNA-templated. Located in cytoplasm and nucleus. Is expressed in several structures, including central nervous system; early conceptus; future brain; genitourinary system; and neural retina. Used to study hydrocephalus.
