Function	Runs PHI-BLAST searches
Input format	on/off
Default	-
Example	To turn PHI-BLAST on, use '&PHI_BLAST=on&'

Note: This will activate the PHI-BLAST mode for PSI/PHI-BLAST and read both the input query and pattern.
