Description	Specifies the lower Expect value cutoff for the formatting step

Example	'...&EXPECT_LOW=1e-23&...' sets this cutoff to 10 $^{\textrm{-23}}$

Note: Works together with 'EXPECT_HIGH' to allow the selective display of alignments with Expect values fall between the range specified by these two parameters. Irrelevant to wwwblast or commandline BLAST.
