The BED format is now available as output from dbSNP Batch Query search.  
The dbSNP BED files were derived from dbSNP RS Docsum ASN.1.  
The dbSNP BED column descriptions and mapping to ASN.1 fields are described here 
(ftp://ftp.ncbi.nih.gov/snp/specs/BED_rsDocsum_Mapping.README.txt).

dbSNP BED files will also be provided with the data separated by chromosome in
upcoming dbSNP FTP dumps and in future build releases.
