Box 54.1 The Health Metrics Network: Harmonizing Investment in HIS Development

Developing countries, multilateral agencies, bilateral donors, and technical resource agencies have recently come together to form a global Health Metrics Network (HMN) that is designed to provide guidance for the development of the HIS, both in meeting national information needs and in producing the required indicators for tracking progress toward global goals. The HMN will provide the first consensus technical framework for HIS architecture and a plan for development of national health information systems. This HMN Framework includes a blueprint for iterative improvements in the HIS; descriptions of core data collection subsystems (census, surveys, vital events monitoring, service statistics, and resource tracking); and procedures for management and dissemination of information.
